I enclose a copy of a cablegram from
His Excellency dealing with the question of firewood
supplies for the Hong Kong Government.
The parts underlined give the nearest inter-
pretation we can find of badly mutilated code words
which we have asked to have repeated.
The general position seems to be clearly
indicated, however, and I shall be glad if you will
kindly let me know as soon as possible what reply we
may send to the Governor.
